Phoenix Smart Charger over current warming

I have a phoenix smart charger installed in my boat and am trying to run a 650 watt Yamaha 230v generator. I keep getting over #18 Controller over current shut downs from my victron unit. The odd thing is sometimes if I keep unplugging and resetting the ac breaker on my gen set I can randomly get the system to work and charge for several hours. But it will only charge around 25amps reliably if I up the amperage it shuts down on me. Anybody know why this is happening? What do I need to do to get this system to run reliably? Do I need a voltage regulator in line between the generator and phoenix smart charger?

Is this a 50a, 12v charger?
And a 650va rated generator?

At full 50a output the charger will be outputting 700w or so.
And with a bit of efficiency loss, drawing 750w+ from the genset.

Can you reduce the charging current to 35-40a that the genset can handle?

Yes 650va at 230v and 50amps at 12volts but I’ve never gotten the system to put in more than 35 amps before shutting down. I have toggled down my phoenix charger to put only 25amps into my battery bank. But it’s still showing the #18 error. It seems to me like more of a problem with the generator giving the phoenix charger to much or to erratic of voltage and it overloads the system and puts out the #18 error message. It’s just strange to me how if I mess with it for a while every once in a while I get it to accept the charge current and it works it’s just very erratic and time consuming sitting there unplugging and plugging the cord back in over and over again.
