Electrical throbbing sound on Phoenix Multi 24 3000 70

We (Canadians now in the Netherlands) purchased an 18-meter historic barge in the Netherlands and are completing its renovation. The ship has a Victron Phoenix Multi 24 3000 70amp Inverter/charger on board. We have modest electrics running on the system day to day: two small fridges, LED lights, and occasional loads of a coffee maker.
While we are at the dock, on shore power, the system is working, but at times, and with no changes to the load, it makes all sorts of odd throbbing electric noises and some interior lights flash. After researching, I thought maybe it needed a firmware upgrade, so I purchased the Victron MK3 USB cable to connect. It won’t make the connection. In looking up the firmware on the sticker on the chip, I see “1810130 HEX”. In looking that up, I think it is an old one, and they talk about needing to use “VEFlash,” an older app, to upgrade it. In looking up the firmware, I see that “18” means “no VE Bus.” So does that mean no firmware upgrades?
(I am punching a bit above my weight knowledge-wise on all of this, but I am ramping up quickly.)
Can anyone shed some light on the issue? Is it a firmware problem, and can I upgrade it? Keen on any thoughts or help.
I am hoping to get through the winter and plan a more robust upgrade to the system. This would include proper monitoring (Cerbo GX?) and possibly adding solar power. The system has 480 amp-hours of traction batteries. I am adding a BMV 712 to monitor those now. I will try to include a video that has the sound it makes.
