Blue smart charger ip22 doesn’t charge

Help needed please I have a brand new blue smart ip22 charger that doesn’t charge battery percentage and voltage keeps dropping but it doesn’t charge not sure if it’s a setting wrong or a fault with charger solar side working fine and it is turned on and plugged into power cheers
