120 VAC on charger output

When I was testing out my new BlueSmart ip65 5A 12V charger I got a very slight tingle when I touched the negative output. Out of curiosity I grabbed a meter and measured 120VAC between the negative output and ground, I also measured 120VAC between the positive output and ground.

I checked to make sure the outlet was wired correctly (it was) and I noticed that the plug is non-polarized. When I turned the plug around the 120VAC was no longer there at the output.

The charger seems to work fine and charges the battery as expected. I connected to the app and updated the firmware.

I have not attempted to measure the available AC current but I suspect it is extremely low. I also haven’t looked at the waveform to see of its rectified or not. The shock I received was almost imperceptible but it did pique my curiosity and make me reach for a meter.

My question is, is this normal? and why isn’t the plug polarized? I plan to use this on a sailboat and I would rather not have any stray milliamps running around.
