Voltage Measurement On BlueSolar PWM

Hi, just switched to a Victron BlueSolar PWM controller and a bit confused. From my 120w solar panel on my campervan I have an output of 21v as measured on the cables into the Controller. But on the PV Voltage display its only shows 12v. I though this should show the panel voltage or am I misunderstanding something? Thanks

When charging, the pv voltage will be similar to the battery voltage.
