Question - Interlocking that prevents the PGM being connected in parallel

Question about interlocking, on my G99 commissioning form I have the following

Interlocking that prevents the PGM being connected in parallel with the DNO’s Distribution network (without synchronising) is in place and operates correctly.

Can somebody explains what this means please, and how this is achieved

I found this document on line with a simple search.
Assuming DNO stands for Distribution Network Operator:
Basically this means that the battery inverter ( The Power Generating Module) needs to have a device which prevents it’s output being connected to the distribution system while it is out of synchronisation with that system. As this is built into Victron inverters, this should not be a problem provided the inverter has approval from the network operator. The clause is more relevant to parallel to grid inverters (single AC connection) like Tesla’s Inverter design.

I should also have said that the clause also applies to diesel generators operating parallel to grid, which are used by some large users for peak load shaving.
