Phoenix Smart IP43

Hello,
we installed our 12v line first. The 230v will follow later from professional staff. All devices are connected on the battery side and have electricity (access via BT and VE.Direct possible, except the Phoenix Smart IP43). This only starts if we temporarily connect 230V to it. Is this intended so that it can only be adjusted when 230v is applied or should it also work if only 12v is applied to the output to the battery?
best regards

See the manual here.
It seems like it is by design. Makes sense as it would be a parasitic drain if it remained on and not charging.

Excerpt

Connect the battery charger to the wall socket using the AC cable (can be ordered separately).

All the LEDs light up briefly and once the charger has been activated the relevant status LEDs light up, depending on the status of the charger. By default the charger starts up in normal mode and bulk.
