This seems to be the MPPT load terminals turn on process:
Battery has returned to the voltage level that will allow the MPPT to turn the load ON. (per the selected algorithm)
The MPPT asserts 1 VDC to the load terminals.
Checks for 0 current for 3.5 seconds.
If current is zero then asserts battery voltage to the load terminals.
Is my understanding correct?
Is this correct Behavior?
Any configuration parameters that can change this process?

As far as i understand it, the current check is not checking that current equals zero, but checking that there is not a short circuit on the load terminals.
Provided that a short is not detected, the terminals switch to battery voltage and current then flows unconstrained.
AFAIK you can’t turn off short circuit protection.
If this 1v SC check creates an issue with your load, use the load terminals to power a relay that won’t pull in at 1v, but will pull in at Vbat, and run your load from the relay.
