Bypass changeover

When wiring a bypass switch for a generator to run an installation directly in th eevent of a breakdown, the victron wiring guide suggest the need for a changeover switch upstream and downstream of the inverter. The wiring diagram also suggests both actives (phase and neutral) running through the changeover switch. Can someone help me understand why that is? That requires a 4 pole change over rathen then just a two pole changeover if just doing the live.
