Blue Smart IP67 Charger always shows on

Hi, my Blue Smart IP67 Charger works fine. However, when there is no 230V power connected it still shows on (green) and flashes (orange) as if it is in float mode. It is permanently connected to 2 x Lithium batteries in my campervan. The lights look no different when off to when it is on and actually charging. I put a circuit breaker on the live wire to the battery to turn it off completely. Is this normal that the lights are on all the time unless disconnected from the battery?
