I have a 3 output ip43 charger charging 3 different/independent AGM battery banks on my sailboat. If I addded a smart battery sense to the ve.smart BT network , does it allow you to assign it to a specific charger output? I.e. to sense the voltage for a specific one battery?

As far as I know, chargers with three outputs have a diode distributor at the output. This means that the output voltage is the same at all outputs.
For different charging voltages and currents, you need several chargers or you can build another diode between them, for example, to charge the starter battery with less voltage.
Smart Battery Sense only helps you to reduce line losses. You need to consider whether to connect it to the smallest or largest battery, or the shortest or longest cable.
