SOC dropping below 10% on shore power

hello! been trying to problem solve why batteries reach low cell voltage level. We were able to reverse this with shore power, but the SOC on the BMS indicates now that it is at 5% (with all draws shut off) and cannot charge. The battery levels on the VRM show that they are at 13.4v each. why is this happening? we don’t have a shunt.
