VRM sending invalid MQTT DESS settings update 'ToEVBattery'

I am receiving streaming errors in FlashMQ logs.

VRM appears to be publishing a new, as yet unsupported, DESS setting for each DESS update

That was unintentional. The scheduler now checks for the capability of the device (currently just a handful) before sending this value out.

Confirming that I am no longer receiving the mqtt messages, and the flashmq log file is no longer cycling every half hour.
