HI all, my two lithium batteries in my VW T5 are reading full but I’ve little to no power any ideas please 
What type of batteries and how are you reading their SOC?
Hi, all I know is they are lithium batteries and it’s a lithium battery charger x
Is there no name on the batteries?
What is telling you they are full?
Some lithium batteries have built in SOC meters these are notorious for not reading small currents <1amp which will deplete the battery whilst still reading 100% full

There are A LOT of possibilities. I would recommend finding a local RV Tech experienced with lithium batteries and solar. Lowest hanging fruit is often checking your connections, fuses and breakers between the batteries and the load center/fuse panel. If you come through Central Oregon in your travels let me know. 
I’m afraid it looks to me like the charger at 4 amps is not big enough to charge the batteries unless it’s left on 24/7 for a week or so and you are not using the batteries.
It also doesn’t look to me like a lithium charger just a standard car charger.
I would look at getting a better/bigger charger fitted
