The customer 10 years ago had this off-grid solar system installed with a Kolher 14kW RES generator installed with 8/2 Romex for 120V. We are upgrading their solar system with EG4 12000XP inverter and LiPo4 battery. Because of the distance and vegetation of the generator its next to impossible to run new wire with two hots for 240V. Could I use a Victron step up transformer to achieve 240V to connect it to the EG4 generator terminals?

You can, but you would need several transformers in parallel, and may be better seeking a unit that can handle the full power:

As you will be inputting one phase on the neutral, for 14 kVA@120v , you will need 4 in parallel to handle the max current.
