The smart charger has been in bulk charging mode for several hours. When will it switch to the next phase? No information on this in the manual.

I suspect you're talking about the Phoenix Smart Charger?
It depends on battery settings in the charger, the battery type etc. By default it has a max. bulk time of like 8 hours I think, again depending on the battery type.
Maybe you can give us a few more details on your setup and settings.
I have 4 200W renogy suitcase solar panels, a victron energy smart solar charge controller 150/85-tr, a JITA-US 300Ah LiFePo4 battery, Renogy 3000W pure sine wave inverter, and a 12V fuse block.
It did finally go into absorption mode. Just took longer than I expected.
Bulk will run until the absorption voltage is reached. Absorption time is dependant on how discharged the battery was before bulk started. Make sure you configure the charger with the battery maker's values.
