Skylla i charger always stay the state of "abs"

As the title says, the voltage of my battery is only 22.5V, but the charger keeps the state of "abs". I have tried to repower the charger and reset the controller, but still stay the same state. Please help.....

I think the model is skylla-i 24/100(3), do you get it?
